TTB to Cease Issuing Paper Checks for MNBP Drawback Claims

As a result of Executive Order 14247, TTB will soon end its longstanding practice of issuing paper checks for nonbeverage drawback refund claimants.

Effective September 30, 2025, TTB will switch to processing all refund payments electronically. Up until now, electronic payments for TTB refund claims were optional but not required.

Although there are some limited exceptions to this new rule under Section 4 of the Executive Order, the vast majority of MNBP drawback claimants likely will not fall under these categories.

It remains to be seen how TTB will handle payment of claims which do not provide banking information on the TTB F 5620.8 claim form. Drawback claimants would be wise to start including this information on claims before the 9/30/2025 effective date in order to mitigate risks of delayed refund processing.
